I am very uncomfortable with the shape of my waist. I would like to have an hourglass figure, with a more ample buttox and skinnier midsection. I would like to look more evenly proportionate

Based on your photos, you are a great candidate for liposuction with a BBL and a tummy tuck, to give you a nice tight tummy and to get rid of the extra skin, and I think you'll get very good results. 
Liposuction allows your plastic surgeon to transform your entire shape. You can improve your waist, back and flanks, and of course your buttock, to give you a beautiful heart shape, along with the tummy tuck.
In general, you need to be physically healthy and at a stable weight, have realistic expectations, be a non-smoker and your BMI needs to be 33 or less.
l recommend you to make an appointment with a board certified plastic surgeon to talk about your goals and anything you need to know.

based on the description of the body you desire, surgery will not give you the desired curves and slim abdomen and hour glass. You need to loose weight first to your ideal body weight, then you may get the curves with surgery.

Without examining you I can't say this for sure, but baed on these photos, i think you would be a fantastic candidate for a BBL.  During BBL a large focus of the procedure is focused on sculpting the waist and lower back to narrow the waist and create a beautiful transition between the buttock and lower back.  The fat is then injected into the buttock to improve the shape and increase the size as desired.  By narrowing the waist and filling out the buttock, you will have the look of a narrow, longer waist compared to now.  Good Luck.  See a plastic surgeon who has experience in BBL and you should be able to achieve a great result.

You appear to be an excellent candidate to undergo liposuction and a Brazilian butt lift. You already have nice curves and a feminine body.This procedure would accentuate does curves dramatically creating a more hyper feminized look.  I don't think you need an abdominoplasty.That procedure can however create the illusion of an elongated torso if the incisions are placed very low. Yes, from your photos, it appears that you would be a good candidate for a Brazilian butt lift.  The fat could be taken from your waist and hips and transferred to the buttocks.
