What your are talking about is an eye that looks like the anime fairy princess eyes. This would require lifting the upper eyelid to the level of the superior limbus. Likely love band surgery would compliment this look. Finally an oversized painted contact lens would complete the look. However, lifting the upper eyelid to the superior limbus is very likely to cause excessive corneal exposure and drying. Given this, it would be unethical in my opinion to perform surgery that would foreseeably cause this issue. Perhaps you could just try the contact lens and be satisfied. Even these are not tolerated well by everyone. Also know that I am seeing patients who have had love band surgery in South Korea and now need to be repaired. Please be careful what you look for.
It really depends on what you mean by "baby doll looking eyes" and your current anatomy and appearance of the eyelids.It would not be wise to change the eyes so they look unnatural, but for eyes that appear closed, angry or tired, there are several procedures to lift the brow, remove excess skin and fatty tissue in the lid or even raise the lid margin if it is too low or droopy.A photo of your eyes as they are and what you envision would be very helpful. I would seek a consultation with a reputable surgeon with extensive experience in periocular (around the eye) surgery.
