Is it safe to use a topical filler such as Fillerina in the tip and bridge area of your nose?

Unfortunately, you appear to have relatively thick nasal skin and a short nose. Both examples that you show display thin nasal skin with a droopy nasal appearance and a dorsal hump. I do not believe you could reach these goals either surgically or nonsurgically. Thank you for your question....

Temporary gel fillers like hyaluronic acid may give the illusion of tip rotation, however, this is short-lived and non-permanent.
