I currently weigh 161 lbs at 5'3" which still leaves me with an overweight BMI. I've stagnated on losing any more weight but I have 20 lbs to go until I reach a normal BMI. I can't tell how much of my current weight is loose skin or fat. I'm very flabby in the stomach because I have PCOS so that's where I carry my weight. I'm looking into a tummy tuck with liposuction and a breast lift at the very least. Should I wait until I lose more weight?

It is difficult to determine the cause of bulging in your upper mid-section without a physical examination and knowing more details about your surgery. For these reasons, it would be a good idea to return to your surgeon to discuss your concerns.
