Skinny BBLs! I'm really interested in a BBL but my BMI is 19. (Photo)

It seems some school of thought is you need to gain weight for BBLs but aren't the number of fat cells the same and wouldn't a small change to a skinny person be significant? I'm 5'4" weigh 112lbs. Curious if there are doctors in Virginia who are optimistic about a skinny BBL? Had a tummy tuck 2 years ago with lipo, I'm afraid I wasted a bunch of fat too.
