The removal of fat cells from the abdomen will allow for less voluminous increase with increase in weight. History of liposuction should not change your risk of stretch mark development. Best to have another baby if that is your plan, then assess the situation after. Sometimes after multiple pregnancies a tummy tuck or possibly just liposuction is needed, but it depends on your body and what your goals are.
