Can non-cancerous moles develop dry/flaky skin? (Photo)

I have had this mole on my leg for as long as I can remember. Last night my girlfriend noticed that it was looking like there was a little bit of dry skin on it (see photo). She tried to see if it could be easily removable and lightly scratched some of it off. As you can see, there is a small scratch on it now. I am wondering if this is normal? It's summer time so the sun is out more than it normally is but this is a part of my leg that is pretty much never exposed to the sun. It doesn't hurt.
