I am 26 years old, with an underwater bag on one side of my face (only noticeable when smiling). What can be done to fix it?

You may benefit from removal of the fat bag on that side.  It costs about $1500.  Hope that answers your question.

You have a number of treatment options available from non-surgical such as an HA filler or laser to a surgical lower blepharoplasty to remove the fat pad on the one eye.
