Before jumping to the expense, risks and downtime of invasive, blepharolplasty surgeries, especially considering that the under-eye changes seen in the photos are very early on, you would be wise to first consult with an experienced, board certified cosmetic dermatologist. Most likely, you would be placed on an at-home topical prescription regimen that would entail the daily use of an alpha hydroxy acid and a topical retinoid to be combined with a series of in-office superficial peels, consisting of high concentrations of an alpha or beta hydroxacids, Jessner's Solution or low concentrations of TCA. You would be surprised how much improvement can be obtained in this way in the course of just a couple of months or so. A good rule of thumb for any algorithm is not to jump to plan Z before exploring plans A & B. And finally, in your quest for treatment, you will no doubt, along the way, be hawked all kinds of expensive, supposedly "next big thing" energy-based devices, like fraxel lasers and RF gizmos. Just know that the hard science to support the use of these bells and whistles lags woefully behind the heavy marketing hype and social media buzz to promote them. You can try steroid or 5FU injections to help with the thicker areas of the scar. Massaging the scar is also very effective for improving the bumpiness. If the IPL does not help I would then consider surgical revision after a few months.
Your eyelids do not look particularly abnormal that I think you need surgery for it. you might be more self-conscious than you need to be. That being said, I would strongly recommend avoiding removing the orbicularis muscle, esp on the inferior side, because that is how you create complications...
