There is no reason that you cannot get the surgery just because you have Hep B. The main concern would be your overall health and surgical risk, as this is a big operation so proper medical clearance will be helpful. The beautiful thing about BBL is that it allows you tolose fat from the areas where you have more than enough, while adding that samefat to the areas where you do not have enough!
