In 2019 I had a gluteal liposuction because I did not want to be able to see my gluteus from the front, through the space in my thighs, my butt was not large. The liposuction was concentrated towards the top of my gluteus, creating volume depletion, sagging skin, and worsening the situation. I prefer not to have an implant and am looking for a surgeon in California who would combine fat transfer with some incisional modification of the gluteal crease

In order for us to assess the outcome of a surgical procedure or simply make an assessment on someone who’s had previous surgery we always have to see before and after pictures.
If you don’t have before and after pictures then ask the surgeons who did your previous procedures to forward the one...
Your situation seems a bit unusual. To make a good assessment we really need quality pictures. That means pictures showing the back and sides standing in a neutral position with the pictures taken about 8 feet away by someone else or using the timer on your camera.
