This is not an uncommon area for a small pouch of fat to sit. More that likely you were born with some extra fat cells in the area.

This is an area that can be treated with liposuction. Be sure to see someone who is board certified and has experience treating this area.

If you have excess fat there, then liposuction can be done. this area is treated when the upper abdomen is done. I would suggest meeting with a board certified plastic surgeon and being examined.

After reviewing your photos I think the only way to get rid of those pouches is through liposuction. You may also want to consider adding J plasma or renuvion as an adjunct to help with skin contraction

Some individuals have certain connective tissue skin attachments in certain anatomic areas that causes the skin to form slight bulges. A classic example is the back bra role and middle aged individuals with their arm in a down position. The fold that happens on the mid back in these individuals happens consistently at that same location because of connective tissue bands that anchor the skin tone underlying muscle fascia. This band of connective tissue continues onto the front and the same phenomenon can happen on the upper abdomen lower chest area.
It typically does not represent thicker subcutaneous fat but is more likely related to how the skin drapes.
For that reason Liposuction typically doesn’t correct the problem all that well.
During a full tummy tuck surgeons have the opportunity to release the connective tissue bands when separating the skin and the fat layer from the muscle layer. during that procedure those skinfolds can be released if the surgeon goes up on the chest wall during the dissection.
The only other alternative approach is a reverse tummy attack which is not typically very popular and probably far more than what you want to undergo.
My best guess is Liposuction will not work particularly well for your problem because it’s not based on fat distribution.
You can always have a few in person consultations with local board-certified plastic surgeons in your community to see what each of them has to say.
Expect to hear different explanations and different treatment options. That is often the case when there is no easy answer or solution.

Rib flare is due to an abnormality affecting the lower ribs, resulting in ribcage protrusion.One can usually differentiate between the two entities as a fat repository can be moved up or down with vertical skin manipulation while rib flare will be static and will not change position. A fat repository is usually soft while rib flare feels hard to touch.If due to a fat repository, liposuction will eliminate the protrusion.If due to a rib flare, younger individuals may respond to external strapping or bracing.
