Thanks for your question. While it is not typical for a bruise to appear at 3 weeks out, it can happen. Sometimes deep bruises from the deeper dissection will appear several weeks after surgery. I would let your surgeon know as they may want to see you for a follow up appointment.
Today's SMAS facelifts do undermine facial structures that are below the skin and subcutaneous fat. If there is bleeding in this area a small clot can form. The bruising won't appear until the clot dissolves and the pigment can migrate into the more superficial subcutaneous tissue. That might take 2-3 weeks to occur. However, any unexpected postop bruising or bleeding should be with your surgeon.
