HP vs moderate plus?

Your plan of a 27% reduction in volume and switching to a device that doesn't put a lot of volume up front sounds like a good plan that will leave you feeling not so top heavy. My only concern is about what I don't know: how your soft tissue will respond to that change, i.e. would that leave you in need of a breast lift. It certainly is not a given, and many women reduce their size to a greater degree without the need for a lift. You will need to see your surgeon or one who is expert in revision breast surgery to make that determination.

Going down by 165 cc will be 1 cup size difference if you are 36 or 38 OR 2 cup size difference if you are 32 or 34. The loss of volume may result in the loss of a lack skin envelope and the breasts may hang. Unfortunately, you have not provided photographs or told us your bra size. It may change the way you appear.

For most women, 650 cc implants are much too large and heavy for their frame and tissue. I do like the moderate plus profile for most women and it might work well for you. Your surgeon can help guide you to the best profile for you.

To make an accurate assessment on the outcome of a plastic surgery procedure we generally always need to see a complete set of before and after pictures. If you don’t have before, and after pictures, then ask your surgeon to forward the ones they took.
It’s a little difficult to give you feedback on implant selection, without knowing what your results look like.
Follow up with your provider and ask him or her to give you guidance. If you’re not getting the care, you need to schedule a few in person second opinion consultations.
