What would be the proper procedure(s) to take care of my "butt belly" and pooch? (photos)

I had a small bowel obstruction surgery when I was 3 years old and the scar on my stomach led to me getting what I call a "butt belly". Weight loss seems to make it look worse. I have severe insecurites & self esteem issues due to thiis scar. I wear layers to try to hide it everyday. I cry when I look in the mirror because I can't achieve a flat stomach. I have also tried to get rid of the pooch& I just can't! I have gained weight due to me just giving up. I want to feel good about myself!
