Plumping devices and lipsticks that claim to enlarge the lips wont help, it would need to be filler to make the upper lip larger as they are the safest. Hylauronic acid (HA) fillers are a non animal based filler which the substance closely resembles that of the body's natural hylauronic acid stores. There is built in lidocaine in product and most practitioners will put a topical lidocaine also for the pain aspect. The nice thing about HA fillers is that they are not permanent and if you hate it you can get it dissolved. I would go to either a board certified plastic surgeon or a registered nurse working underneath one to discuss the options of filler further.
Filler would be your best, easiest and cheapest option to make your lips more proportional. There are also lip implants that can be placed by a surgeon in a small procedure. I would speak to an experienced physician to discuss you options. Good luck with your transformation.
Filler would be the best choice to correct the size and proportionality. You can have a very experienced injector place small amounts of Botox or other neuromodulator into the vermilion border (red white border). This can "flip" the lip slightly so the is more show of the lip.of course there are some over the counter products that cause an inflammatory reaction to temporarily caused augmentation.
