Who is experienced doing subcision for wrinkles?

Question

I have a dynamic wrinkle/bulge that appears at a 45 degree angle next to my nose and at the side of one of my eye bags. After consulting with a few plastic and oculoplastic surgeons, I have determined this must be from underlying scar tissue (it's not a vein, etc). No one will put Botox there (they forget when I ask or it's a spot they've never done before, so they don't feel comfortable). Can Botox fix the issue? Can subcision? Who would be capable and willing?

There are a variety of underlying variables to determine facial contour, including the formation of wrinkles, creases, and folds.
Unique treatment is based on having a good understanding of what the primary underlying problem is. Botox is useful for wrinkles related to tension in the muscles of facial expression, especially muscles, which can be paralyzed without aesthetic Compromise. 
Subsicion is used for contour defect related to connective tissue or scar tissue That’s pulling down on the skin like cellulite.
Without including pictures, we can’t begin to make an assessment. Some areas or conditions are not easily amenable to standard treatments. It’s important to understand the true ideology and base treatments on that.
