I need help! I had a breast augmentation a year ago. Today I went to a different surgeon to get a second opinion/discuss going bigger and he told me my implants are at the early stages of bottoming out! I'm panicking...is it true? Why did this happen? It's only been a year! I'm going back to my original surgeon in a few weeks. Am I still able to get bigger implants?

It is way too soon to repeat surgery now. You need to give your tissue time to heal. Part of the problem is that your implants are too large and heavy. You would do better going smaller. Even if tightened, the weight will stretch your tissue out again.
No, this is your anatomy. You did not show your before photo with no implants, but I suspect your breast naturally sit low on your chest. The base of your breasts cannot be moved. You will always have somewhat low breasts no matter what size you choose. Large implants will be heavy and just sag...
What surgeons use for internal bras does vary. Many use mesh that will absorb over time, and many use permanent mesh. Anything absorbable will give less support over time since only your built up collage is there to support. You do need to avoid large heavy implants that will sag over time.
