A CO2 laser puts out a wavelength that is maximally absorbed by water causing it to ablate or burn those areas that contain water. The problem is that it does not target pigment such as red, therefore, it is not a good choice for red pigmented lesions. there are other types of laser that will treat red pigments. I suggest you consult with someone who has experience with these types of lesions.
