Yes it appears like you have a small umbilical hernia. You also have a nice flat stomach. I would just have this fixed with a small incision inside your belly button. It will never appear as it did before you had babies but it will look better.

Depending on the amount of correction needed you may be able to combine the umbilical hernia repair with an umbilicoplasty procedure to improve your belly button's appearance, or if you have a significant muscle separation, a larger procedure such as a tummy tuck. Great self diagnosis! Yes this little weird thing sticking out is indeed a hernia. Should be easily "reducible" i.e. you can push it in. You also have a small diastasis just above and below the hernia. Since you have an awesome six pack you can see the muscle split a little in that area, and there's a 2cm flat/stretched out spot. Your hernia repair surgeon can go through a small belly button scar and fix the hernia and diastasis at once. Pick someone confident please, in my experience the takes a little practice to do both at once and you want someone who does both routinely. And make the skin look nice too.
that flattens when you lay down flat on your back, its an umbilical hernia. If you have some extra skint that needs trimming, a mini-tuck with float would take care of it. But if you want your insurance to cover this, you most likely will end up with a scar around the belly button and only removal of the bump. Floating your belly button allows it to be anchored again so the appearances are usually better.

Many surgeons recommend compression stockings during and after surgery. You should ask your surgeon what they recommend for how long to wear them. It is also very important to be getting in and out of bed and walking periodically after surgery as this also helps to prevent DVT.

It sounds like you are making progress with a decrease in the volume that is removed. These seromas will usually resolve after several weeks and several aspirations. They are fairly common and should not affect the final result.
