For significant improvement, hooded eyelids require surgery if there is enough skin. For nonsurgical treatments: Radiofrequency (Thermage or Venus Legacy/Viva), injectable fillers, and a Botox brow lift can help contour the eyebrows and lift the eyelid skin. "Hooded eyes" is really just a colloquial way of describing upper eyelids that have more fullness or skin than some people, such that there is not a large amount of lid platform showing. Whether you have skin removed is really only dependent on whether it bothers you! If it does, I would suggest seeing an oculoplastic surgeon for an in person evaluation.
