The pen is pointing to the "lump" or the drooping. I was bit by a dog on my mouth. I have what is I believe to be scar tissue forming where the stitches were. Can I still get lip fillers to even out the slight drooping my lip has now? And how long should I wait? This happened just a little over a week ago

Yes, dermal fillers injected into the lips can even out any asymmetry you may have. I do recommend that you have lip injections performed by a board-certified, experienced fascial plastic surgeon who is knowledgeable about dermal fillers.
