Their lateral thighs were significantly improved with their body lifts. Your short answer is that "yes, a lower body lift does significantly improve the outer thighs". However, the 360 circumferential lower body lift will not significantly improve the inner or medial thighs. You're hearing different answers because the LBL will have a variable effect on the outer thigh area depending upon how the LBL is performed. ANY wedge excision of skin in the hip area will result in SOME improvement and tightening of the outer thigh area. For people with significant saddle bags, this will need to be combined with liposuction and lateral thigh skin undermining and plication to the underlying muscle fascia to re-suspend the outer thigh skin and obliterate the saddle bag. You cannot get rid of heavy saddlebags with a simple LBL alone.

In addition to lifting, it may also be desirable to contour or reduce the outer thigh, and liposuction to the outer thigh can be performed simultaneous to achieve the desired silhouette. There are 2 types of Lower Body Lifts, one that performs a Tummy tuck as well as lifting the outer thighs and buttocks. and one that lifts the inner thighs, outer thighs and buttocks, in a patient that already had a tummy tuck.
