I'm 13, I have a large forehead, I was researching hairline lowering, but I don't know if I'm old enough. Any suggestion?

Kids started pointing it out a few years ago, and since then I've had a fringe to cover it, and haven't wore my hair up since, as it's made me so insecure. I'm not confident at all anymore whereas before I didn't notice how large my forehead even is, I want to be able to go out with my hair up and off my face, I want to get my self esteem back and be happy with myself, as I was before, however I don't know if I'm eligible as I'm only 13, and I know it costs a lot.
