I've heard elsewhere that this horizontal line between the eyes can be caused by an overactive procerus muscle. Could botox to the glabellar complex take care of it? I've included an example of what I'm talking about in the image below, featuring Steve Harvey.

This crease is caused by the procerus muscle and may be included with treatment to the glabella, but this depends on the physician treating you. The procerus muscle can also be treated by itself without affecting the corrugator muscles that cause vertical lines between the eyes.
