Would a procedure be able to fix this? What is this condition even called? (Photo)

I am a 5'11 male at 160lbs. In the photo my facial hair is aligned with my jawbone/jawline. The double chin is not due to loose skin or excess body fat as it is quite literally my windpipe. Just curious as this is a genetic trait across many family members even those who also have low body fat %.
