I'm not sure I understand your question but a small amount of liposuction can be done almost anywhere on the body. There are different risk factors for each location but it is generally very safe. I have never heard of the term "small waist lipo" but it it certainly not a new procedure on the market. I would very careful about going out of the country for a "new" cosmetic procedure until you have really done your homework. Sometimes getting a "bargain" or "new procedure" ends up being very costly in the end. Best wishes.
Sounds like you have been sold a bill of goods! I recommend that you find a board certified plastic surgeon in your area rather than travel to the Caribbean or wherever. We see more complications than stellar results, small or large waist lipo, from countries where the laws don't protect patients.
I frankly don't know what you're talking about. Are you suggesting that plastic surgeons in Latin America are leading the way in liposuction?

I recommend that you have a consultation with a Board Certified Plastic Surgeon who can examine you, discuss your liposuction goals, and review many of their before and after liposuction photos before you proceed with surgery. The key isn't the location of your surgeon but, rather, your starting anatomy. Also let me add that Photoshop is a wonderful tool and you should not rely on photos posted on a foreign website in making a decision for surgery or selecting a surgeon.
