It is difficult to comment without at least pictures. In general however sculpting with liposuction and additional curves added using fat grafting can be done to enhance shape and provide a better silhouette of your body.

To enhance your hips and slim down your midsection you can try fat grafting. Fat can be removed from your midsection then transferred to your hips. However, it's important that your midsection will respond well to this treatment. Sometimes, sagging skin needs to be removed as well to achieve a smaller waist circumference. This would involve a tummy tuck. Fat grafting might not be necessary, however. Sometimes, enough can be achieved with liposuction and/or a tummy tuck to give you the shape you want.
