While a light glycolic peel is probably safe before laser genesis in many cases, I would recommend separating them to get the full benefit from your Laser Genesis, without worry about secondary side effects. The chemical peel can be done a few days or more later with full effect and without risks, and does not have to be diluted either.

It's not the percentage of the glycolic peel that matters - it's the pH of it. What you are describing is a "Laser Facial" and it's actually a great treatment.
