I was born with a weak, almost nonexistent philtrum columns. Can they be created or enhanced with filler?

Filler can really make the philtum columns and cupid's bow stick out nicely and look very natural and pretty.

Yes, fillers can be very effective in recreating flattened philtral columns.  A firm filler should be selected so that it maintains its shape.
