First, using bra cups as any sort of reliable method of breast volume measurement or as some sort of goal will only lead you to disappointment and re-operation. Instead, your surgeon should either offer in office sizing or 3D simulation software to help you choose an appropriate implant size. As for optimum results, if your breasts are more droopy and deflated, then a lift won't improve projection and upper pole fullness much, so implants can make the shape far superior to a lift without them.

After I measure and discuss goals with my patients, we then look at pictures of women (my patients) with similar measurements with different size breast implants. They also get to see what they would look like when the breasts have fully dropped and fluffed and in clothes.
