Is upper/lower bleph with fat transfer the best option for my uneven, stretchy, discolored eyelids and hollowness? (Photos)

I have stretchy-ish skin for my age because I have hyper mobile ehlers danlos syndrome. I have uneven upper eyelids and a lower area that is hollow, stretchy, discolored. I’ll I’ve wanted is even-ness on the upper lid (i frankly don’t care if they are hooded or not) and I also want my under eyes to be less hollow. The hollowness on the outer corner of my lower lids bothers me the most and I want a smoother transition from outer eye to outer cheek. Would a lower bleph work even without fat transfer? Would a co2 laser work? For tightening and making a smoother transition? The discoloration bothers me the least.
