Blepharoplasty surgery can remove eye bags, but this is often only one part of eye aging. There can be volume loss that happens via heredity or with age. This can be improved with fat transfer or mid face lift. I would recommend you consult with a surgeon that performs both of these procedures on a regular basis.

A lower blepharoplasty can be done to release the fat to fill out the hollows of the tear troughs. This will improve the lower eyelid appearance.

You would be a good candidate for lower lid surgery. In particular to remove the “bag” but to also fill in the anterior medial cheek (tear trough). This can be done with fat transposition (moving your lower lid fat to fill the cheek) or with fat grafting. In my hands, simply removing the fat would be inadequate and leaving you hollow. Best to see an eyelid expert.

It is important to understand that the upper cheeks are a major physical support for the under-eye region and any volume deficit in that crucial border area will negatively impact the appearance of the infraorbital regions. Accordingly, any improvement, which can be accomplished with the use of an appropriate HA filler properly injected by an experienced injector will smooth the transition between the upper cheeks and the under-eyes, there by diminishing the appearance of the bags.At least from the photos provided, there appears to be a signficant amount of cheek volume deficit. The results of treatment are typically immediate.
Be cautious when being hawked fraxel laser, RF and other expensive energy-based treatments, since the hard science to support their use lags well behind the marketing hype and social media buzz to promote them. Likewise, surgery, even if it doesn't break the bank, besides being expensive, involves typically a prolonged period of post-op downtime and also carries the risk for the subsequent development of scar formation and even tram track stitch marks.

your photos show what is referred to as a tear trough deformity and herniation of the fat that surrounds the eye. This is best treated with a lower blepharoplasty using an incision within the eyelid to either remove some of this fat or reposition it to smooth the lid cheek junction. In younger patients with good skin quality, this can often be down without any external incisions as excess skin removal is not needed. I would recommend consulting with a well trained plastic or facial plastic surgeon for a detailed exam and discussion of surgery. Non-surgical options and filler are unlikely to correct this.
