This is genetic and if you are veyr skinny you see this more often.  liposuction can be done to improve this area too.  I suggest seeing a body contouring expert.  Best, Dr. emer.

Based upon your photos, you exhibit normal and youthful facial features. The pre-jowl sulcus (valley) is a function of descent of the middle third volume over adherent zones of the face. At your age, there is little likelihood of descent or jowl development so as to accentuate a pre-jowl ridge....

It is best to evaluate you in person to give you best advice after a physical exam.  Different views and depth of far need to be assessed to adequately answer this question properly.
