Once the skin is healed over, it is okay to wear makeup.  The skin on the face is usually healed over after about a week or so.  The risk of wearing makeup before your skin is healed is that a particle will get into your skin impeding healing and possibly leaving a tattoo.

At this point you should be fine to apply make up. Usually once the stitches have been removed and wound has healed. I usually recommend scar massage and silicone scar creams to help the recovery of the scar.
