Little white dots under lip skin after Juvederm Ultra injection. I had small lips to begin with & did the whole syringe. Doesn’t hurt , normal hard bumps from filler but this isn’t what I’m referring too. You can barely see them in picture but just want to make sure it’s safe ... size of a pin point all across the top. I think it make be the skin stretched out and seeing filler spots?

It's too soon to tell what your final results will be. You have swelling, which can be asymmetrical, and last 1-2 weeks after lip injections. If you're unhappy with your final results, you can have it reversed with hyaluronidase and try a different technique next time. See an expert.
The filler can be reversed with hyaluronidase and should be treated with topical vasodilators (nitropaste) as prevention. I recommend following up with your injector today.
Thank you for sharing your question and photograph. Though some degree of tissue swelling is expected with a lip augmentation what I think you are referencing in your picture are fordyce spots present along your lip border. These are normal findings in patients and do not require treatment.
