I am 32 years old and was chubby as a child, which got me these neck rolls. No longer fatty just skin. How can I get rid of them?

I find that VASER liposuction in combination with ThermiRF are best for contouring the chin in those who are candidates but Kybella can be used as an alternative and gets better results when combined with thermage/ultherapy/exilis or coolsculpting. A facelift is often combined with a neck lift to lift sagging tissues and restore volume to the face. There are many types of facelifts with sometimes different names describing the same procedure. The most important aspect of a facelift/neck lift is to address the underlying tissue, called the SMAS. Many of the other nuances of facelifting do not make a great difference in the ultimate outcomes. Make sure to seek out the care of a board certified plastic surgeon with extensive experience in treating the aging face. Find someone you connect with who will listen to your concerns and provide you with a framework for what is possible.
There are alternatives to the traditional facelift/neck lift. These include radiofrequency tightening technology, thread lifting, and submental platysmaplasty. The non-surgical options are less invasive but offer a less dramatic outcome and often are shorter lasting. In your case I would suggest trying a less invasive option first

Thank you for your question! I think a neck lift procedure would benefit you the most. Although you don't have excess fat in the neck area and potentially no separation of your neck muscles, a neck lift with an incision behind your ear would allow the best way to lift and remove skin and help you achieve a better neck contour. However, liposuction and CoolSculpting may be two treatments that can help you improve your concerns. Liposuction can eliminate excess fat deposits in the neck area, and CoolSculpting can tighten your neck skin. The two treatments together can produce a toned, smoothed and rejuvenated appearance in the neck area.
