During your consultation, your PS will review your medical history, medications, etc. and do an examination, including taking your BP. They may request medical clearance from your internist if there is any question. Assuming your medical comorbidities are well controlled with medication or diet, and you receive clearance form you medical doctor, there is no reason as to why you could not have a breast augmentation or any other cosmetic procedure that is appropriate for you.
