Not concerned about the tip or alar base, but more of the supra alar groove. what can be done to sort of pinch/tuck/lift these areas so my nose doesn't widen so much when I smile. I'm not interested in botox, I want a permanent result. I've seen alar base reductions, but in my opinion it gives off mrs. piggy especially for a thicker nose like mines.

Answer: Rhinoplasty surgery may be considered for achieving nasal tip narrowing.
Looking at your photos seems to give the faint suggest of a subnasal scar, as one would have from a liplift procedure. If this is the case, that would explain any difference because of the amount of skin lifted into the nasal base. In any event, the difference between the two sides can be corrected.

You can certainly have rhinoplasty to address only the tip, while leaving the bridge alone. No osteotomies are needed so there's minimal to no bruising. It's still a surgery, but much less invasive than a full rhinoplasty. Be sure to see a rhinoplasty expert for consultation.
