You are a good candidate for either a lower facelift or necklift! Everyone ages differently so it's hard to pinpoint the "right age" for these procedures but early 40s is not too soon if the appearance is bothering you enough. It's very common. Based on your photos, you could benefit from tightening of the bands, repositioning the tissues and trimming away the excess skin. This would take years off of your appearance but does not stop you from aging, so it's difficult to say at what point you may desire another procedure. Hope this helps!

This is a tough question because you are so young. However, there is never a perfect time for a face/neck lift procedure. It depends highly on each individual's concerns and health status. I think you would definitely benefit from a mini lift including the neck skin. You are right that you may need another lift in the future, likely 10-15 years down the road. A facelift intervention for the lower face only is also potentially valuable, but to address the laxity under the chin, an extension of the scar in front of the temporal hairline may be of benefit. This could also increase the longevity of the result. To increase the longevity of facelift and neck lift surgery, regular use of sunblock is very important. It protects against the damage from ultraviolet radiation that affects the elastic collagen fibers in the skin, which as adults we do not replenish.

The correct time to have a facelift is when you have aging face indications, are healthy, and it bothers you enough to do something about it. Most of the changes that I note in your photos apply to the neck, so you are in that window in time where a limited incision necklift could be beneficial. However, a facelift is a more comprehensive surgical procedure. Best to seek out a few consultations, view photos and come to the conclusion that the timing is right, or it isn't.
Yes, a lower facelift may be worth it as you have hanging skin, particularly in the neck. You may also benefit from a lip lift. More people are undergoing necklift and lower facelift at younger ages. On your photos I can see skin laxity of the neck as well as muscle bands, which would be resolved with a necklift. There is no non-invasive technology that would treat this appropriately. Surgical results should last on average 8 years plus or minus, and the surgery will slow the aging process.
