At 3 months after your last steroid injection, I feel it is reasonable to proceed with filler injection. For this area, multiple different types of fillers could be considered. You could do either nonfat grafting or HA filler such as juvederm/restylane - I would recommend adding platelet rich plasma to either of those treatments to stimulate growth of tissue. 

Best are in person examinations and consultations. I usually would wait 6 months after last cortisone injection than offer either nano fat grafting, Scupltra or Renuva injections, or HA filler injections (Juvedrm family). 

You can most definitely have the area of hollowness filled out with any of the fillers available on the market. Make sure you go to someone who is well experienced in such procedures and don't consider this procedure likely so choose a plastic surgeon wisely. Good luck from New York City

There are a couple things you can do to improve your discoloration... there is a skin care treatment I use on my patients before we use laser, pixel, or chemical peels, to help bring the skin to an even tone. It usually needs a few skin cycles to see major improvement, each skin cycle is about 6 weeks. To inject your cortisone atrophy, that can be done with fillers, but I would consult an experienced Plastic Surgeon to give you thebest advice for you.  You will see instant results, that will help fill out the area and make it more even.
