Hi.  The drawback of laser hair removal is that it's hard to be artistic with the shaping of the treatment in a case like this.  Electrolysis might actually be better here, as you can shape the hairline by treating on a hair-by-hair basis.I would not recommend excision-based surgery for this problem.

If you removed the fine hairs that were at the  front of your original natural hairline, thicker hairs now are present in the front . You would have to really be evaluated in person to see if an endoscopic forehead liift would raise your hairline and not your brows. And then, you might need some fine follicularunit hair transplants to create a totally natural looking hairline at your desired height.
