Hair may grow back depending on how long it has been since your surgery. If it is soon after surgery, then hairs may grow back through and around the scar. If it has been several months since your surgery, then I would not expect further growth. An option which potentially exists for you at that time would be an eyebrow transplant. Eyebrow transplants are performed by extracting hair from the back of your scalp and transplanting them in to the eyebrow area. Although I would caution that the regrowth rate may not be optimal if significant scarring is present. I have seen nice differences made with eyebrow transplantation in these cases.

When was the surgery done? Photos would help. If it is a true scar and you are a few months out, the hair will not grow back. If it is early on and some of the hair may have just fallen out, it may return. If it is a scar, you will have to have the scar re-excised to pull the hair bearing parts together.
