Can a brow lift fix deep eye brow divots? Its my understanding that botox can not soften or remove 11s lines.

Without in person evaluation or, at least, series of good photos, it is very difficult to discuss any topic. It is very likely that correct injection of Botox will improve deep brow lines including 11s lines. In person consultation with a board certified plastic surgeon in your area is recommended. "11's" are the result of underlying muscle action (corrugators) as well as age related changes to the skin. with certain types of brow lifts, surgeons can selectively remove a portion of these muscles to decrease their strength. Think kind of like a more permanent form of neuromodulators like Botox. This can soften these lines with time, however if you have deep set lines, this is unlikely to make these go away completely. To address deep-set wrinkles, resurfacing options may need to be considered such as lasers or peels. Meet with a plastic surgeon with advanced training in facial rejuvenation who can assess your anatomy and give you recommendations to address your concerns.
