A bulge in this area is usually because of loose skin or excess fat or both. The only way to deal with loose skin is to excise it. Sometimes liposuction is used also. This would mean you would have a scar in your bra line. Plastic surgeons do not usually do this except in extreme cases. The excess skin you are referring to is very common.
