Can Submandibular Gland Ptosis be corrected and improved for optimal neck/jawline contour? (photo)

First face/neck lift procedure was 12 yrs. ago. I am 9 months post op of 2nd (revision) face/neck lift. Neck lift results are sub optimal and have not improved. There is submandibular Right side asymmetry fullness/droop. After 2 procedures, I am still unable to surgically obtain a contoured defined neck and jawline. Is the area SMG ptosis and can it be corrected?
