Would I benefit from Lipo for lower belly? 5'8 and 149 lbs, I eat healthy, and work out regularly . (photos)

As long as I can remember I've had a lower belly that stuck out. Even my mom tells me that when I was a little girl, I've always had a little round belly. Regardless of any weight changes,workout changes,. I am 5.8" (1.73m) and currently weigh 149lbs (67.5kg). I eat healthy, and still work out regularly (which helps, but not enough). Is lipo the way to go? What kind? Can you do it locally, or do you need to target more regions to keep it even?
