Hi! I’m in early 30s and have had different consultations for my neck concerns — laxity/loose skin, “tech neck” and horizontal lines and overall texture concerns from previous laser treatments. I’ve realized that different offices offer different/select treatments and often try to push you on whatever they have in-office so I am looking for some HONEST and direct feedback about the best treatment options to effectively target my neck concerns, considering ANY/ALL available options on the market,

I'm quite impressed that you are justifiably concerned and skeptical of the marketing hype and social media buzz out there to hawk the use of the relatively expensive fraxel laser, RF, and ultrasound devices out there. It does really seem that many venues are quick to push for everything whatever new-fangled, "bells and whistles" device it has just purchased. The truth is that the hard science to support their use lags well behind the hype. 
At least from the photos provided, it would appear that the proper use of an low viscosity, malleable, cohesive HA filler along the horizontal "necklace lines" (with or without the addition of microdroplets of Botox would address this issue. And, for overall skin texture, the use of skin booster/biomodulating HA product, such as Skinvive (Profhilo) would address this concern. Professionally performed manual microneedling (no need for the added expense and risks of RF microneedling) may also be helpful for the textural issues. You would be wise to consult with an experienced, board certified cosmetic dermatologist filler expert. And, once again, congratulations on your "buyer beware" suspicions. Best of luck.

For me, I'd approach this with a combination approach.  Let's start with a combination of IPL and radiofrequency, and add Ellacor. In my hands we could do those all simultaneously.  That should start things out right.

There’s absolutely nothing wrong with your neck. The fact that you have very little fat implies that you’re probably a relatively thin individual. The lines that you see on your neck are purely hereditary. I would definitely prevent you from having any kind of RF treatments, as they will only cause more damage to your still young neck. The things you can do to improve on the neck appearance include using dermarollers on your neck once or twice a week with the depth of 2 to 2 1/2 mm. After approximately three months, you should see a significant improvement as the amount of collagen fiber in the neck will increase.
