I had a brest lift surgery, and my areolas reduced. Its been 11 months and they are very wrinkled and dont sit smooth unless i am cold or stimulate the nipples. Is this normal or was the incision too small for the areola diameter that was created

Your photo is taken with your arms raised so it does distort and raise your breast some. Measurements are needed to be certain. If your breasts look the same with your arms down by your sides, then you might do well with just an augmentation, especially if you want the more "natural " look.
Mesh can be helpful, but is more expensive and does increase the risk of capsule formation. Personally, I usually don't use mesh for the initial surgery, unless in long distant runners, but use it if needed in revisions.
