In this area webbing can occur after surgery etc. It is interesting you were born with it but there are two approaches -- one to camouflage or avoid stretching it to make it apparent and the other is the surgically correct. Z platies can help and if the tissue around the area is soft it may be a good start. Wen scarred they may even require a small graft placement which usually evens out over time.
Usually the best procedure to improve scar contraction problems is a z-plasty transposition. Non-surgical treatments that may also resolve the problem include steroid injection, message and topical silicone.
Festoons are complicated issues. What I can tell you is that microdneedle is not likely to cause harm but it is also not likely to provide the help you need. Deeper treatment, hyaluronic acid fillers, or surgery are generally needed. So much depends on the nature of your festoons.
